I believe there is a point where part of the team can be trained to be more proactive to improve the quality. They did what is was requested to, but if for any reason your design could be better or improved they didn't suggest that improvement.

When my company came out with improvements, they took them onboard and make the changes to improve the quality, good on that. It would be a plus if they could not only execute the tasks but also challenge what they were asked to do and always reach for improvements.
