A Clutch analyst personally interviewed this
client over the phone. Below is an edited
transcript.
BACKGROUND
Introduce your business and what you do there.
I’m the digital channels IT Delivery lead for the National Bank of Canada. I manage our websites, mobile applications, retail payment hubs, ATM machines, and various banking applications. We mainly serve clients in Quebec and across the Canadian market.
OPPORTUNITY / CHALLENGE
What challenge were you trying to address with Facilité Informatique Canada?
I needed many Scrum teams of about six to eight developers to supplement our development efforts.
SOLUTION
What was the scope of their involvement?
I hired them to augment my own team and develop a new web transactional platform using React. They also managed APIs, which were mainly coded in Java. Developing the new platform required substantial changes for all microservices and APIs. We also changed the app from Angular to React. They used MongoDB, Kafka, Redux, Redux-Saga, Apollo GraphQL, elasticsearch, Redis, Spring boot, Spring config, etc.
Our in-house team handles UI and UX components and our product owners write down our requirements in Jira. Our analysts then map the data, allowing the developers from Facilité to access the information in Jira and complete the related tasks.
We are already in production, but we need to enhance many features and add features requested by clients. The platform currently has about 350 banking features, and the mobile site has about 70 features. They also carry out some maintenance, but mainly when there are bigger issues related to development.
What is the team composition?
We work with about 35 developers from their team. They report to the NBC Scrum Master and project managers.
How did you come to work with Facilité Informatique Canada?
We worked with Facilité before and we got good results from them.
How much have you invested in them?
We've spent $4 million–$5 million so far.
What is the status of this engagement?
We began working with them on this project in January 2017, and we continue to work with them.
RESULTS & FEEDBACK
What evidence can you share that demonstrates the impact of the engagement?
We have many targets at the bank, including stability, security, and delivering in agile. We also strive for innovation while remaining cost-effective. For this project, we have created numerous innovations, but, I requested the lowest rate possible from them; we spend $70 per hour on average, which is rather inexpensive. Their impact could have been greater, but I didn’t give them the ability to hire the best developers available due to my request to keep costs low. Considering the amount we pay, what we’ve received from them in terms of work is good.
How did Facilité Informatique Canada perform from a project management standpoint?
They work in our office and act as part of our team. They are pretty consistent in meeting deadlines and the quality of their work is satisfactory. Out of 35 people, only about five of them were already on their team, so they recruited heavily for this project.
What did you find most impressive about them?
Working with them has been easy. Contractually, doing business with them been a simple process as well.
Are there any areas they could improve?
They could improve their software engineering practices, such as their systems development life cycle.

BACKGROUND
Introduce your business and what you do there.
I’m the director of a governmental organization that supports public entities in the management of their public infrastructure projects. We also develop, maintain, and manage real estate that meets those needs.
OPPORTUNITY / CHALLENGE
What challenge were you trying to address with Facilité Informatique?
Our critical mission systems were technologically outdated, and we needed support solutions for some of our business processes. We wanted to modernize our business processes to take advantage of new technology opportunities and be able to better adapt to market trends.
We also wanted to build on knowledge acquisition to enhance and leverage our organization’s expertise. Additionally, we wanted to maintain a connected organization to better support customer expectations and needs. To facilitate this, we planned to reduce administrative duties to their minimal level, promote digital solutions, and align with government initiatives in service and technology delivery.
For this project, it was also important to ensure quality service delivery at the best price.
SOLUTION
What was the scope of their involvement?
Facilité Informatique is redesigning our mission systems into a single system to allow it to cover new business needs and remain technologically current. They are providing the architecture, analysis, and development of the solution. They also also implementing an Agile/Scrum approach to help transform our development team.
They’re using Microsoft Visual Studio, Microsoft SQL Sever, TFS, Urban Turtle, and C#.
What is the team composition?
Our project is divided into six phases consisting of about 14 months per phase. Facilité Informatique assigns about 15 people to each phase.
How did you come to work with Facilité Informatique?
We had to do an RFP since we’re a government organization. They won the RFP because they had the best price to quality ratio.
How much have you invested with them?
We’ve spent about $4.5 million.
What is the status of this engagement?
The project began in September 2009 and will be completed in January 2019.
RESULTS & FEEDBACK
What evidence can you share that demonstrates the impact of the engagement?
Facilité Informatique will deliver the project within budget and in accordance with client expectations, despite two mergers with governmental organizations during the project. Governmental and private organizations in Quebec now recognize us as a leader in Agile development.
What did you find most impressive about them?
Facilité Informatique is more than a supplier. They’re a partner who works as a team with each and every person involved in the project. They are committed to delivering a quality product within the timeline. They don’t try to hide if something goes wrong, but instead take responsibility and try to find a solution. Their resources also have a higher level of expertise compared to other consulting firms.
Are there any areas they could improve?
I don’t really have any suggestions.
