The project has been delivered according to the agreed timeline, with the beta version available for testing within the planned schedule. A centralized national platform has been established to replace fragmented and largely manual data collection processes across DPST counseling centers. The system has standardized data collection and reporting procedures across all participating counseling centers, improving data consistency and quality. Healthcare professionals have been able to validate real-world workflows through testing and provide feedback before the production rollout. The platform has introduced structured electronic records for counseling and testing activities, reducing reliance on spreadsheets and paper-based processes. The project has created the technical foundation for national-level monitoring, reporting, and future analytics related to HIV, hepatitis B, hepatitis C, and syphilis testing services. Our institute has gained full access to the source code and technical assets, ensuring the long-term sustainability and maintainability of the solution. From a strategic perspective, the most important outcome is that Montenegro now has a dedicated digital platform capable of supporting standardized, secure, and scalable management of DPST services nationwide, which was not previously available.

What has impressed me most about working with Codepixel is how quickly their team has understood the business domain and the specific needs of the project. This hasn't been a typical software project. The system has had to support highly specialized public health workflows related to HIV, hepatitis B, hepatitis C, and syphilis counseling and testing, including confidentiality requirements, epidemiological reporting, and operational procedures used by healthcare professionals. Despite the complexity of the subject matter, the Codepixel team has been able to grasp the requirements very quickly and translate them into practical software solutions. They've asked the right questions, understood the underlying business processes, and have been able to propose improvements rather than simply implementing requirements verbatim. This has significantly reduced the time needed for knowledge transfer and has allowed the project to move efficiently from planning and design into development. I've also been impressed by their responsiveness and willingness to adapt as requirements have evolved. Production of code of software for control of entered data of the population census 2023. Production of software that shall enable a person that is enumerated to check his/her identity data collected during the process of population census. Enabling to check the entered census data Article 26b Persons referred to in Article 3 paragraph 1 item 1 of this Law may perform only control of their own data which refer to the questions on: national, i.e. ethnical affiliation; religion; mother tongue; language usually spoken by the person, after the finished entering of data from the census." The above requested data shall be in the enumeration form, under ordinal numbers 10, 11, 12, and 12a. Copy of Questionnaire for Person (P-1) shall remain at the person covered by the census. Every citizen shall have a unique identification number on the enumeration form, and thus, a unique record for every citizen shall exist in the database. Tables comprising data on citizens' unique identification shall be present in the database.

The software solution must be developed as a web-oriented solution, and data that are included in this system must be kept in the centralized database based on the relational model. Additionally, the user authorization system must be based on the unique identifications of citizens. The software solution with the database should be a software architecture that defines a set of rules for creating web service. Web services should enable the interoperability between computer systems on the internet. Software solutions and databases should be installed as systems on the server infrastructure, which shall be provided by the Statistical Office being installed and configured in an isolated infrastructure environment, together with disc encryption of the server. As an additional component of security, the SSL protocol must be used, together with the use of a wildcard certificate.
Database The requested data should be stored in the Relational Database Management System (RDBMS) that enables access to several dozens of citizens simultaneously. The database should enable high availability, autonomy, and isolation compared to other systems.
Software solution and user interface Software solution should be published, and in technological terms accessible only via WAF system which should enable blocking of all ports, except for HTTPS, and perform filtering for potential attacks which are generated through it at the applicative level. The software solution should offer a possibility to one user to check data up to three times per day. In this manner, the possibility of misuse of information is additionally reduced. The software solution should also possess a component for generating complete logs (logbooks). The user interface of the software solutions should be responsive for different platforms. Software solution should enable to every citizen the access via the internet to the web page to check the entered data. Two unique identification parameters should be used to check the entered data, so a two-stage access shall be enabled.
Statistical Office shall not make this code and the project documentation in original or amended form available to the third person, except when Statistical Office submits them to the third person for the purpose of audit. In this case, this third person shall be bound by the contract not to use the submitted software solution and project documentation for any purposes except for the purposes of audit.
The software solution shall fulfill the following security conditions:
Database security – Use of security mechanisms, such as data encryption;
Log in IP address and number of attempts – to implement functionality for log in of IP address of user to monitor activities and identify possible suspicious activities;
Using Cloud service which ensures a protection of server against the DOS attack, contents caching, and additional security layers through the Web Application Firewall;
Recapcha implementation; • Creating a classic web application without developing the Restfull API service
The system for control of the code version that is placed in the production server, and the version that is delivered.

What were the measurable outcomes from the project that demonstrate progress or success?
The software was publicly available from 01.10 to 07.10. Citizens could check their data during that period. The application worked smoothly, quickly and efficiently. The application provided administrators with insight into the overall statistics and provided all the data that was interesting for us to analyze in a quick and efficient manner. The application provided clear, precise, and effective security measures, and personal data was never compromised.

Our team was often the bottleneck for progress, and we could not keep up with the pace of development of Codepixel.
The team has remained attentive after deployment and have been helpful in fixing bugs and allowing us to make the app useful in practice.

I think we arrived at this way of working in the end, but it took a few iterations and frustrations on both sides until we reached this way of working.

The project with Codepixel started with the goal of redesign and creation of new version of ooblee corporate website (Wordpress), and later expanded on two new projects - development of web application for shop administration and design and development of web version of ooblee platform (Figma, Angular). In the meantime, our cooperation has been expanded in project management and the HR part of both Codepixel dedicated and internal ooblee development teams.
Using advanced technology and tools on the side of development and management (Java, Java Spring, .NET, Kotlin, Swift, Angular, VueJS, AWS, ClickUp, Slack...) and through expanding the team and quality cooperation with Codepixel, the ooblee product is constantly being improved and continues to develop in accordance with the needs of existing and new markets.

Through the previous cooperation with Codepixel, ooblee got a new redesigned corporate website and web application that enables business users to comfortably manage the shop from a web application. The project of redesign and final development of the ooblee platform web application is on the final phase.
This project will enable customers to use the ooblee platform on the web and shop owners to expand their online business to ecommerce websites generated by ooblee platform. By merging the management of dedicated frontend and ooblee internal backend development team, ooblee got a more efficient and compact development team.

Our Story
Codepixel is a senior-led, AI-augmented software delivery agency built in Podgorica and Vancouver. We started in 2018 as a small frontend team. The products got more complex, so we grew into a full product and engineering partner: school systems, pharma supply chains, a national census portal. AI removes the busywork. Seniors decide what ships. The founders still run sales and engineering. 8+ years, 60+ projects, ~15 people, kept at that size on purpose.

Mihailo RaspopovicCEO
Co-founder and CEO. Runs sales, positioning and delivery. The first call is with him or another senior lead. He was product owner on Simple Pharma and Work and Grow. His job: what that call promised still holds in month twelve.
Nenad PejovicCTO
Co-founder and CTO. Codepixel's CEO from 2018 to 2024, now on architecture and AI-augmented engineering. 100+ products shipped across government, healthcare, pharma and SaaS. Often on the first call when the scope is technical or the question is AI.
What Sets Us Apart
Senior squads, no junior factory
A senior triad leads every build: a Tech Lead, a Design Lead and a Product Lead. Engineers, QA and DevOps are sized to the work. You work directly with the people who make the calls. Senior people lead and do the core work.
AI-augmented, human-led delivery
AI does the repetitive work under a published AI Use Policy. Tools that do not train on your data. No production secrets in prompts, customer data pseudonymised first. AI-assisted PRs are disclosed and human-reviewed. Or opt out of AI in the SOW.
What happens after launch
You choose. Many clients keep us on retainer to operate it: monitoring, backups, security hardening, scoped up front. Or we hand over with documentation and runbooks. Our longest engagement, a UK school platform, started in March 2020.
