Rigor is an independent policy research and consulting firm helping regulators, professional bodies, public-interest organizations, and health-sector leaders make sound decisions in complex and changing environments.
We work at the intersection of research, regulation, strategy, and responsible technology. Our services include policy and regulatory research, program evaluation, stakeholder and user research, environmental scans, strategic planning, governance and quality-assurance reviews, knowledge mobilization, and the design of practical decision tools. We also help organizations understand and respond to artificial intelligence—particularly where emerging technology intersects with professional practice, public protection, accountability, and health regulation.
Our approach combines rigorous qualitative and quantitative research with implementation-focused design. We engage the people affected by a policy or program, make uncertainty explicit, and translate evidence into clear options, recommendations, frameworks, and resources that teams can put to work.

Our Story
Rigor was founded in Toronto in 2019 with a simple conviction: careful research should help people act, not sit on a shelf. We saw public-interest organizations confronting complex questions with incomplete evidence and few solutions designed for their realities. We built Rigor to bridge that gap through disciplined inquiry, collaborative design, and practical implementation. Today, we work with regulators and mission-driven organizations and invest in R&D on AI and public-interest regulation.
