The company is called Xelxor, and we're creating a mobile app that will help keep public schools safer.

I am the founder and chief executive officer.

Could you describe the business challenge that you were trying to address when you first approached Nine Hertz?

The idea for this app was originally brought up by my daughter. She has a great concept, but no business experience. I don't have any kind of real technical expertise, so I knew that we were going to need a partner to help us bring the idea to fruition. 

SOLUTION

Could you describe the scope of their involvement in greater detail?

We really rely on them to handle the technical design and development of our mobile app. We came to them with some fairly detailed objectives and they translated those into functional requirements. They proposed a number of different things that would make the app function smoother, which was fantastic. The project is very collaborative. They are constantly sending feedback and questions to us. 

How did you come to choose Nine Hertz as your partner?

I found them while I was doing some online research. They were only one of about 20 different companies that I contacted for this project, but they were by far the best choice for us. At first, I was concerned about the development stage because they were located overseas, but that never actually became an issue. They don't seem to have a problem with working on our time. 

This remains an ongoing project, correct?

Yes, it is. We aren't quite finished developing the prototype, but we're definitely getting there.

In terms of results, would you be able to share any statistics, metrics, or user feedback that would demonstrate the quality of their performance?

Because we haven't quite finished our first prototype yet, I won't be able to share any figures. However, I can tell you that the entire strategic and development process has been very fruitful and enjoyable. Working with their team of developers has been a positive experience for us, which is somewhat surprising considering this is both my first tech project and the first time that I've worked with an offshore company. They've been exceptional from a technical standpoint, always able to deliver our assignments on time and according to spec. 

When working with Nine Hertz, is there anything that you would consider special about their strategic approach or development methodology that distinguish them from other vendors?

That's difficult because this is a real first for me. I haven't worked extensively with development shops before this, and definitely not ones located abroad. If anything, I would say that the fact that they're willing to work around the clock, and communicate with their clients within their normal business hours, is very admirable. I wasn't expecting that going into this project.

In retrospect, are there areas in which you think Nine Hertz could improve as a service provider?

I really can't think of anything. They've gone out of their way to meet my expectations, and the work they have completed for us so far is great.

What advice, if any, would you give to future clients of their before approaching Nine Hertz with a project of their own?

Come to the table with concrete objectives and don't worry about what they "might" be able to do. They are very straightforward about their capabilities, so the most important thing is coming to the table with a well-defined vision. Having a completely open-ended conversation probably isn't the best way to go with these guys.

 The relationship started off a bit rocky with communication issues and difficulty completing the SRS doc. Once completed the work moved along nicely for a while but there was difficulty completing the tasks agreed upon in the SRS document.

In what ways can they improve?

 Better communication and more timely app updates. There were times when it took a few months to push simple bug fixes.

What advice do you have for clients with similar needs to yours?

They are reasonably priced but you need to make sure that you present a clear timeline and completion goals. If they don't meet the agreed upon goals and completion dates you must have agreed upon consequences that will motivate them.

The core of the project was to bridge high-tech AI recognition with rugged, no-service environment utility:

1. Core AI & Recognition:

AI Insect Recognition: The primary "hook" of the app. Users take a photo of an insect, and the AI identifies the species to "match the hatch."

Hatch Identification: Beyond simple ID, the app was scoped to provide life cycle data (nymph, emerger, adult) to suggest the correct fly pattern.

2. The "Offline-First" Architecture

This was the most critical (and failed) part of the scope. The app was intended to be roughly 100 MB to allow for:

Offline Catch Log: Allowing users to log catches in remote canyons without cellular service, with GPS tagging that syncs once back in range.

Offline Mapping (Hatch Map): Interactive maps showing river flows, weather, and specific hatch locations that remain accessible without data.

Offline Educational Library: A robust database of fishing tips, 3D knot illustrations, rigging instructions, and videos—all stored locally on the device.

3. Data & Resource Integration:

Regional Hatch Charts: Dynamic charts tailored to specific states and seasons (which you were personally gathering data for in early 2026).

Environmental Tracking: Real-time (when online) and cached (when offline) data regarding river flows, spawn cycles, and smolt cycles.

Location-Specific Text: Automated location descriptions and mapping data for the Hatch Log.

4. Technical Rigging & Presentations:

3D Illustrations: High-quality visual guides for complex fly fishing knots.

Rigging Guides: Step-by-step visual presentations on how to set up different types of fly fishing rigs (nymphing, dry fly, etc.).

We were working on a "Milestone" model.

1. Delivery and Timelines: A "Pattern of Failure":

NineHertz consistently failed to meet deadlines, extending a project that should have been completed much sooner into a two-year ordeal.

Missed Milestones: They failed to deliver the core "Offline Functionality" features despite these being prepaid and clearly defined in the SRS.

The Final Deadline Breach: Even after a firm final deadline of February 10, 2026, was set for the completion of all items in the Final Scope Document, they failed to deliver, leading to the current demand for a refund.

False Progress Reporting: For two years, they led you to believe development was on track, only for an independent audit to reveal the work hadn't actually been done.

2. Communication and Responsiveness: "Misleading and Defensive":

Their response to your needs was not collaborative; it was obstructive.

Lack of Transparency: Instead of being honest about technical hurdles, they misled you regarding the app's architecture. They claimed to be building offline capabilities while actually ignoring those requirements.

The "Hostage" Strategy: Now that the relationship has ended, their responsiveness has turned into active obstruction. By withholding assets and refusing to release source code to your new development team, they are using your own intellectual property as a bargaining chip.

Inadequate Problem Solving: When they couldn't build core features, they didn't communicate the issue. Instead, they waited until you hired another company to build those features yourself, which they then simply "plugged in" rather than developing.

3. Technical Project Management: "Negligence":

From a management perspective, they failed to supervise the technical execution against the SRS Document.

Audit Findings: The fact that a third-party audit found $40,000 worth of necessary rework proves that there was zero internal quality control or adherence to the project scope during their management of the build.

2 Years of Deception, $30k Lost, and $40k in Technical Rework Required

We spent two years trusting The NineHertz (9Hz) to build our application. It has been the single most expensive mistake of our company’s history.

The Deception: For two years, 9Hz led us to believe they were building our app with critical "Offline Functionality" as outlined in our SRS (System Requirements Specification). We recently conducted an independent third-party app audit which revealed the truth: 9Hz completely ignored the SRS. They did not build the offline architecture they claimed was in progress.

The Financial Damage:

$30,000 Paid to 9Hz: For features that were never completed or were built so poorly they are unusable.

$40,000 in Rework: Because 9Hz failed to follow the technical requirements, our new development firm has quoted us $40,000 just to fix and redo the "work" 9Hz claimed was finished.

Paid Double for Features: We actually had to hire and pay a separate company to build our core features, which 9Hz then simply "plugged in" because their own team was incapable of developing them.

Hostage Tactics: Now that we have demanded a refund and moved to a competent firm, 9Hz is holding our assets hostage. They are refusing to release our source code and design files to our new developers, effectively trying to kill our business to cover their failure.

Legal & Regulatory Status: We are currently escalating this through:

Ministry of Corporate Affairs (MCA) & RoC Jaipur: Formal complaints filed for CIN: U72200RJ2013PTC044697.

Indian Consumer Affairs Department: Official grievance for $30,000 in unrendered services.

Legal Litigation: Our attorney is involved, and we are pursuing the full refund plus damages for the $40,000 in rework caused by their negligence.

The Verdict: NineHertz is not just incompetent; they are predatory. They will take your money, lie about your project’s progress for years, and then block your access to your own intellectual property when you catch them. Avoid at all costs.

I needed to have a site built as a music streaming platform for unsigned artists.  I guess I didn’t entirely know what the project was ultimately about until close to the end of development, but really the site provides marketing exposure more so than just a streaming tool.  This marketing would be primarily conducted through a music showcase pushing songs provided by artists directly in front of listeners, something not done by any other site.  It should make artists feel like stars of a site like Spotify (a quality and popular music streaming site), where it allows THEM to shine vs artists that are already well-known I feel most of the deliverables were mostly typical of a site like this but the showcase mentioned above was key.  
The showcase involves; users can schedule their songs for a showcase (and make changes to their scheduled date, as well as update or change the song scheduled) and songs must reside on the site for 14 days before they can enter a showcase, users pay a fee to compete, songs move into the showcase for their genre when the date arrives, users register to vote and are assigned songs for voting, users must listen to at least 2.5 minutes of songs before they can vote, users can pause voting and can listen and vote on songs outside of their assigned songs, users finalize their voting at end of showcase, Top 10 from each group of 50 moves to next showcase for continued exposure, Top 10 are recognized in list of winners, Top 10 receive awards, queues are cleared out and new songs are moved in for the next showcase.  Another key deliverable is the internal chat system, as users can chat with users, users and artists can chat, and during each showcase users can post their feedback on a centralized shout out board

The team was highly professional at all times.  I appreciated the interaction we shared, and when the team felt like one of my decisions or directions might not be the best course of action, they would let me know and explain why.  Almost every time I would agree with their alternate suggestion, and be grateful they brought it to my attention.  If I didn’t immediately agree, we would discuss and come to a finalized decision together, after both sides were better informed on why each sided felt the way they did

Are there any areas for improvement or something The NineHertz could have done differently?

Just before go-live, there were a few times where I felt like I could have been given information earlier.  For example, when I was advised the team needed to move me to go live, I was told it would occur in a week, which I was not prepared to do at the time and had to put a lot of unexpected effort over the course of the week.  If I could have been advised about a month before that we should be winding things down as we needed to start working the site toward go live, it would have worked better for me.  These types of things happened maybe 2-3 times, otherwise communication was great and, overall, I had no other issues.
