1. BACKGROUND INFORMATION The UN Development Programme has initiated the implementation of the CEDRO 5 project, funded by the European Union. The CEDRO 5 project is implemented in partnership with the Association of Lebanese Industrialists (ALI), The LGBC, and the I-REC Institution. The EU encourages innovation and entrepreneurship in Lebanon to support a clean energy transition. 

The overall aim of the EU is to address job creation and growth in support of Lebanon's economy, in line with the first priority sector of the Single Support Framework for EU Support to Lebanon (2017-2020), while supporting Climate Change Mitigation in Lebanon. The specific objective is to promote innovation, entrepreneurship and job creation in support of Lebanon's clean energy transition and Nationally Determined Contributions (NDCs) for the energy sector. 

The EU proposes the gradual shift towards a clean energy transition (gradual phasing out from fossil fuels by switching to renewable energy sources) and circular economy principles, paving the way for (1) tapping into the potential for green jobs and growth (in particular in the energy sector), (2) alleviating financial and economic burden of the current energy system on the various sectors and sub-sectors of Lebanon,(3) facilitating access to financing, and (4) improving the linkages amongst green entrepreneurship, small-and-medium-sized enterprises (SMEs), industries and research/technology centers.

The CEDRO 5 project aims to achieve the objectives outlined above through enhancing innovation, entrepreneurship and research, assisting in technology transfer and the creation of new value chains in the renewable energy and energy efficiency sector, supporting and initating enabling policy, training and capacity building, and targeting effective awareness initiatives on renewable energy (RE) and energy efficiency (EE). 

2. MAIN OBJECTIVE The LGBC is seeking a proposal from qualified firms who have conducted similar projects with companies and organizations to develop the ARZ Green Building Assessment Tool. 

The developed web portal needs to allow users, in a clear, simple, professional, well-designed, and easy-to-navigate manner to perform a full assessment of their existing or new commercial buildings (offices, hospitals, hotels, malls, and education facilities), with the possibility of requesting an official assessment by an ARZ certified assessor.

The web portal will also have an information section providing users with the ARZ 2.0 rating system manual and information about sustainability news in the construction and commercial sectors. 3. PROJECT PHASES This project will follow the agile project management methodology, relying on continuous client feedback throughout the project cycle.

The project will consist of the following phases: 

● Contract signature and project kickoff meeting. 

● Design phase: The design phase of the project will be divided into two stages:

• UX: User experience and wireframes
• UI: User interface and design

● Development phase: this project will be divided into sprints of 10 working days each (2 weeks), and at the end of each sprint the client will receive a link showing the progress of the project and provide us with feedback on the work done. The team will make sure to apply the feedback in the following sprint. 

● Trial release: in this phases, we will make sure to deliver any developed feature to include and not limited to:

• User management 
• Modules Screens 
• Rating screen 
• Calculator

● Beta release: in this phase, we will publish the project for the client’s focus group to test and provide us with feedback. 

● Training: we will train the client’s team on the CMS. 

● User acceptance testing. 

● Go Live.

The work was split into 14 deliverables that contain up to 10 tasks each. The tasks outcome were subject to approval by a testing team of experts. Time management was great as progress was done on several tasks in parallel.

This is their Project management methodology that was respected during the project: Scrum is an Agile project management methodology involving a small team led by a Scrum Master, whose main job is to clear away all obstacles to the team completing work. 

Work is done in short cycles called sprints, and the team meets daily to discuss current tasks and roadblocks that need clearing. Simply put, Scrum is a method for managing projects that allows for quick development and testing, especially within a small team.
