P.A. SERVICES CONSEILS INC., a 100% Canadian ownership privately controlled, was established according to the laws regulating commercial companies in Quebec, Canada, in September 1986. The company operates with two affiliated companies: P.A. Conseils International (Canada) Inc., which English version translates to P.A. Management International (Canada) Inc. and G&M Goupe Conseils Canadien Inc. which translates to G&M Canadian Advisory Group Inc. These companies were founded by a group of associates possessing at least ten years of experience in "International Consulting". Their individual experience is also based on many years of professional practice within public and para-public organizations and institutions as well as in the private sector.

Its horizontal structure allows it to shape its interventions according to each individual needs.
