Describe the scope of work in detail. Please include a summary of key deliverables.

Cowan Engineering was hired to provide the route and size of water lines that were to be used to service two homes in rural Oklahoma. The first contact was in the last week of March 2023. This was a simple project, literally deciding on the size of pipes needed and the route from the end of the current line to the two houses that needed service. This should have been a two-week process at most. 

Over the last three months, Cowan Group engineers have missed every promised delivery date, failed to return every single phone call, and only returned one of about a half dozen emails. The only contact made has been through persistent phone calls. The project still has not been resolved after three months. Attempts to reach Cowan have been met with no return calls. Apparently, Mr. Cowan cannot spend five minutes on the phone to resolve a customer complaint. 

It is no wonder why the employees miss commitments and do not communicate with customers, as it appears there is no accountability at Cowan Group. Please save yourself the stress, lost time, and aggravation and find another engineering firm. These delays are going to cause one homeowner to miss his scheduled close date and lose his locked-in interest rate. 

This will result in his incurring thousands of dollars in additional fees and payments. Cowan Group has expressed no concern or remorse for their failure to deliver a simple plan. The other homeowner will probably miss his scheduled move-in date due to ongoing delays. This will result in thousands of additional expenses for temporary housing, storage, and other related expenses.

RESULTS & FEEDBACK

What were the measurable outcomes from the project that demonstrate progress or success?

Ascertain the size pipe needed and the routing of the pipe. There has been virtually no progress on this project after three months. This project should have taken three weeks.

Describe their project management. Did they deliver items on time? How did they respond to your needs?

Not one item was delivered on time. Their standard response to emails and phone calls was to ignore them.

What did you find most impressive or unique about this company?

The most impressive thing about this company was the receptionist, C., who was very polite and friendly to deal with on the phone. The most unique thing about Cowan Group was the total lack of professionalism. In my more than 20 years as a federal agent, I dealt with a wide range of companies, from Fortune 500 companies to small mom-and-pop businesses, and I can think of none that were more frustrating or aggravating to deal with than Cowan Group.

Are there any areas for improvement or something Cowan Group Engineering, LLC could have done differently?

Yes, they could have handled the job in a timely manner. It clearly was a job they were not interested in, and they clearly did not care about the small guy. Felt like they felt like the job was beneath them. They could have returned phone calls and responded to emails, which they did not do at all.
