CHRO as a Service is an executive-level HR consultancy based in Singapore, founded by Mike Chua, a senior HR leader currently serving as Director, Human Resource and Acting Director, Corporate Services Division at NTUC — Singapore's national labour movement.
With over two decades of experience leading HR strategy at the highest levels of Singapore's labour and civic landscape, The team brings a rare combination of institutional credibility, deep industrial relations expertise, and pragmatic, on-the-ground HR leadership to every client engagement.
CHRO as a Service was built for organisations — particularly SMEs and growth-stage companies — that need strategic HR leadership but aren't ready for a full-time Chief HR Officer. We offer fractional CHRO engagements alongside focused advisory work across six core areas: HR strategy and transformation, industrial relations and union engagement, talent management and development, HR policy and compliance, organisational development, and executive HR leadership on a part-time or project basis.
What sets us apart is context. We don't bring generic frameworks — we bring deep familiarity with Singapore's tripartite system, MOM guidelines, and the realities of operating in a unionised and multicultural workforce environment.
