• We hired MindTitan to pilot an AI agent that pre-fills our procurement follow-up checklist ("Lisa 13" for RRF-funded procurements) from a set of procurement documents. Until then a procurement expert filled the checklist manually, with some help from a general-purpose AI chat that answered one question at a time and did not reliably follow our long system guide. The goal was a working, repeatable solution that a procurement expert can run themselves, that puts the right answers into the right cells, explains its reasoning in readable Estonian and lists the questions that still need to be asked from the grant recipient.

The starting point was our own system guide for the "Lisa 13" follow-up checklist: a long, monolithic prompt that a general-purpose AI assistant struggled to follow. MindTitan redesigned it as a modular agent running on the expert's own computer. Key deliverables: (1) a preflight step that inventories the documents and establishes the shared facts of the case before any analysis starts; (2) four parallel reviewer roles, each answering a group of control questions from shared methodology skills; (3) a writer that puts every answer and explanation into the correct cell of the official Excel template, with the open questions for the procurer highlighted; (4) a comparison report that sets the agent's answers side by side with the expert's own checklist, used for validating two real procurement cases; (5) a ready-to-install bundle, a setup guide for the user and an installation request for our IT, including a recommendation on which model to use. Two test procurements were run through the agent, each round of expert feedback was folded back into the instructions, and the final version was handed over for our expert to use.

What were the measurable outcomes from the project that demonstrate progress or success?

On a real, medium-complexity procurement case, the agent filled the 23-item checklist in about an hour (plus preparatory time for fetching all relevant documents), while the same work takes an expert a day or more. Compared with our expert's own checklist for the same case, the agent's answer matched on 15 of 23 items, differed on 5 and was left open on 3, and wherever it differed it was stricter than the human, never more lenient. On the differing items it usually pointed to the same facts and turned the missing information into concrete questions for the grant recipient. The part of the work that took our expert the most time, writing out the explanations, is now largely drafted by the agent.

Main issue with the existing system was that the word segmentation of concatenated Japanese
sentences was of poor quality. The scope of the work was to first experiment with a fast and simple
approach (rule-based) to improve the existing ginza splitting engine. Then the goal was to proceed
with an attention-based segmentation approach. The final output was a system to ensemble all
outputs of two phases.

The work was carried out in 3 different phases: labelling, model development, and model packaging. The objective of this work was to develop a service that analyzes user taken photos of at-home covid-19 test cassettes and verifies whether the image is a valid image of an at-home covid-19 cassette, and the result of the test - positive or negative. As a delivery, Certific got an API output that enabled us to verify the test results automatically.

The primary metric of the project is the percentage reduction in trips made to refill ATMs. The target was set at 10%. The model developed during the project achieved a theoretical (measured and evaluated based on data) result of 20%, making the project a success.

Currently, the model is being gradually implemented into live processes. We began by aiming for a 10% reduction in live trips, and once the situation stabilizes, we will increase the model's risk tolerance to approach 20%. This gradual implementation helps manage the transition more smoothly.

SMIT, responsible for managing the IT solutions of the Estonian Financial Intelligence Unit (FIU),
organized a procurement for the development of a text processing solution, which was won by MindTitan. The FIU is an independent government agency under the jurisdiction of the Ministry of Finance, whose task is to ensure the integrity of financial transactions. Its activities are regulated by the Money Laundering and Terrorist Financing Prevention Act, which primarily aims to prevent money laundering, financial terrorism, and the evasion of financial sanctions by collecting, analyzing and sharing financial information. The FIU processes a large amount of data related to suspicious transactions every year. In 2023 alone, the FIU received 12,500 reports, mainly from credit institutions, virtual asset service providers and financial institutions.
The project's goal was to explore how AI can assist FIU experts in pre-analyzing data and
develop an MVP solution to prepare the data for next steps and support the report analysis process, thereby automating the initial stages of the report processing workflow.
As a result, MindTitan delivered the following:

1. An Optical Character Recognition (OCR) module
2. Text analysis module
3. General script for analysts

The code (APIs) was delivered in a scalable and manageable manner, allowing SMIT to easely make
future adjustments.

What were the measurable outcomes from the project that demonstrate progress or success?

The delivered MVP solution is a good start for using AI to automate the current (mostly) manual data processing flows in FIU. Relying on machines can significantly increase the efficiency of the entire work process, but it also dependes on the available data. In conclusion, the project team proved that AI can be used in complex workflows if all the key factors are considered, and FIU has an understanding of next logical steps to improve their internal processes so that data and AI solutions can further support them. 
The implemented search function got much praise, and the OCR and text analysis system have great potential to increase the efficiency in the future with additional developments.

Agile project management enabled the project to move quickly and collaboratively and also being able to adapt to changing requirements in development.

The one-year project is long, but if possible, it would be nice if the team members did not change during the project. Our project was successful, but the change of members always brings a little delay.

Defective products slow down or even halt the production line, and due to the high volume and speed of production, manual validation by humans is not feasible.
