Faulkner HR Solutions is a San Antonio-based, veteran-owned HR consulting firm serving small and rural Texas cities, counties, special districts, nonprofits, and growing employers with up to 200 employees. Most clients call after the same problem keeps coming back, whether it shows up as turnover or as a pattern of employee complaints. The visible HR problem is usually the last thing that went wrong. Using its People Systems Design framework, the firm looks upstream at management decisions, unclear authority, precedent, documentation, and supervisor behavior, then designs fixes a small staff can maintain. Founder Dr. Thomas W. Faulkner, SPHR, is a U.S. Army veteran and Lean Six Sigma Black Belt with more than 15 years in HR and operations leadership, including municipal government. He wrote the book Designed to Fail and received the Texas Municipal Human Resources Association (TMHRA) Rising Star Award for his CIVIC evaluation model. In many small local governments, HR work lands on a city secretary, finance director, department head, or city manager who already has a full job. Faulkner HR Solutions works within the staff and budget each organization has. It is also conducting the Texas Small Government Workforce Study, a survey of Texas local governments with fewer than 100 employees. For growing businesses and nonprofits, the bottleneck is usually an owner or executive director who has to approve everything. The firm builds delegated authority and management capacity so decisions stop waiting on one person. Services include fixed-fee HR audits, compliance reviews, employee relations consulting, independent workplace investigations, and pre-termination reviews. Faulkner HR Solutions also develops handbooks and policies, trains supervisors, sets up hiring and performance systems, and provides fractional HR leadership on a project or retainer basis. The firm works on-site and remotely throughout Texas.

BACKGROUND
Introduce your business and what you do there.
I’m the finance officer for the city government of Kenedy, Texas.
OPPORTUNITY / CHALLENGE
What challenge were you trying to address with Faulkner HR Solutions?
We needed help with our workforce. We had high overtime, which was hard to staff and caused us to spend more money. Our work morale was also low, so we had a compounding issue that fed into itself.
SOLUTION
What was the scope of their involvement?
We walked in with no real clear solution in mind and gave Dr. Faulkner some discretion to choose how to resolve the issue. We knew what was going on, but we didn’t know what single point of attack would fix it. He performed a comprehensive workforce analysis plan, onboarding revamp, manager training, and diagnostics on turnover.
Dr. Faulkner shared multiple written reports and materials we could use from the first call. He provided us with resources and elected for us to attempt to work and solve the issue on our own. He constantly updated our manager’s toolkits with resources they could use. For the final presentation, he gave a leadership executive presentation with a strategic plan on how to implement and maintain the solution.
What is the team composition?
We only worked with Dr. Faulkner.
How did you come to work with Faulkner HR Solutions?
We found them through an online search and a referral. We chose them over other options because they had high ratings, were close to our geographic location, and had pricing that fit our budget. They also had a great culture fit and good value for the cost. Moreover, they were more than just an HR plug-in; they designed new processes and were in-depth with their proposal. We also had direct access to Dr. Faulkner.
How much have you invested with them?
We spent around $10,000–$49,999.
What is the status of this engagement?
We worked together from February to June 2024.
RESULTS & FEEDBACK
What evidence can you share that demonstrates the impact of the engagement?
We were able to measurably reduce our turnover, and our overtime impact was significantly reduced, causing fewer people to feel burned out. We were able to allocate some more of those funds over to employee benefits to help with retention rather than throwing it away in unnecessary overtime. Our turnover decreased by 35%, and our overtime budget decreased by 47%. Although the final stages took several months to complete, we started seeing minor changes that had bigger impacts on how we operated as a city in as little as a few weeks. We saw these results through the surveys and conversations that Dr. Faulkner had to identify the pinch points and bottlenecks.
How did Faulkner HR Solutions perform from a project management standpoint?
Dr. Faulkner had phenomenal project management skills. Our deliverables were on time, and he communicated progress on a weekly basis. We also had a 24-hour triage for any questions we had about the status of the project. We could reach him by telephone or email, and Faulkner HR Solutions also used in-person and virtual meetings, as well as messages, to stay in touch.
What did you find most impressive about them?
We worked directly with the professional, not with a subcontracted agent. He listened from the start and was transparent throughout the entire process. Faulkner HR Solutions didn’t just focus on the immediate problem; they dug in and made us reconsider our strategy and approach.
Are there any areas they could improve?
No, there weren’t any.
Do you have any advice for potential customers?
We’re currently in budget planning and considering bringing Faulkner HR Solutions back for another HR project.

Our Story
Dr. Thomas W. Faulkner helps employers find the operating failures hiding behind their recurring people problems. His focus is on how organizations manufacture the conditions they later pin on employees, supervisors, or culture. Instead of treating a workplace issue as a one-off HR event, he goes after the system underneath it: who actually holds authority, how expectations travel from leadership down to the floor, and what the organization does when pressure rises.
