The website is dedicated to an open source toolkit, designed by Quintagroup specifically for the procurement of goods and services on behalf of public authorities or private entities. Quintagroup has developed and implemented e-Procurement solution - OpenProcurement toolkit - that was used by the Ukrainian electronic public procurement system - Prozorro. The main aim of Prozorro is to provide transparent and efficient spending of public funds and to prevent corruption through public control and bigger number of suppliers. This new system strongly complies with the new approach to the issues of consistency of

procurement procedures, evaluation of the tender proposals, transparency and openness of processes and information.


Technology: Python, Pyramid, AWS, Angular, Terraform, Ansible, Jenkins, Prozorro provides cross-access to the system. Users can see all procurements via their electronic platforms and suppliers can register their bid proposals to any procurement regardless of where the proposal was first announced. Competition between electronic platform will lead to the procurement service improvement. Fourteen e-Malls are already providing access to the system. What is more important, the project is open, so any electronic platform can join if it provides the necessary functionality. Among the procuring entities that use Prozorro are Ministry of Infrastructure, Ministry of Defence, Ministry of Justice, Ministry of Economy, State Management of Affairs, Ministry of Ecology, and many others. ProZorro.sale auctions software for selling different assets

Prozorro.sale is a Deposit Guarantee Fund (DGF) system that organizes sale of the property (assets), belonging to insolvent or liquidated banks, and sale of non performing loans. Such assets include collateralized property (like household appliances, cars, buildings, land lots) and loans (set of receivables of individuals and legal entities). According to the Ukrainian laws such assets are sold through electronic exchanges

based on rules similar to those of the EU or the US. In order to ensure transparent, effective and fair sale procedures DGF decided to apply the same software that already proved to be effective in the Prozorro system.

Non-performing Loans

The ProZorro.sale system holds auctions with non-performing loans (NPLs) at sale. Any loan that is logically expected to enter default can be considered a non-performing loan. Thus, it is a sum of borrowed money upon which the borrower has not made any regular payment for at least 90 days.

OpenProcurement toolkit has been used because it ensured simple and quick implementation. The Prozorro.sale’s architecture and main components are similar to those in the original Prozorro project. Hybrid system architecture with Central database (CDB) and electronic platforms connected to it proved to be efficient, since it provides equal access to the assets for all potential purchasers and bidders.

Following the best practice guidelines, the VetDoc platform is constructed of two parts: Veterinarian search allows searching for veterinarian or vet clinic by name, specialty or area, offering even results in a 5-25 km radius (based on Google map integration). Veterinarians can be added to user profile so that their contact and educational information is at your tips. Veterinarians themselves can update information presented

on their website profiles. Articles in the form of a blog are added by the site administrators. They can be shared, added to favorites, and commented on. Quintagroup created a website design, provided its responsiveness and accessibility. Search and account management are user-friendly yet powerful. The current database contains over 20 000 veterinarians and over 10 000 clinics. PostgreSQL and Elasticsearch are scalable and ready to be filled in with even larger numbers of profiles.

development process allowed us to deliver the solution step by step. Our first contribution to this project was an attractive and functional design. In order to satisfy all client’s demands after detailed investigation and architecture planning, we decided to use Django Oscar. This open-source e-commerce solution is simple yet flexible, feature-rich and easy to customize. Security of Python and Django-based technology, extensible core and well-designed set of models assist with implementing an e-commerce project tailored for this particular client. On the basis of Python, Django Oscar, ReactJS we developed a multi-tenant solution. Back-office allows managing products, stock, prices, sales, suppliers, customers, etc. for several websites - all in one place. An administrator can control the content of all online stores without unnecessary repetition, assign different prices for the same product in different e-shops, manage stock and supply records. Customers can use one user account for all websites with separated baskets and wish lists.

As a result during several stages we received three completely different real-time auction modules and 5+ business workflows integrated to each other

On different stages team size changed from 10 to 20 engineers of different specialities (development, QA, devops) and one project coordinator. From our side only product owners were involved

How was project management arranged and how effective was it?

Project management is quite close, and some of the processes are hidden from customer which was slightly uncomfortable at some points of time. From another hand - Quintagroup took full responsibility for all agreed terms and never failed delivery, which means (for me) that this project management approach works fine

What did you find most impressive about this company?

The company was inspired by our project all the time. It was not just a job to complete for them—they actively thought about the project's future.

I'd suggest to work a bit on sharing the information about progress and describing reasons of particular technical decisions

What challenge were you trying to address with Quintagroup?

We needed to develop a procurement and public sales system for our NGO.

SOLUTION

What was the scope of their involvement?

We worked with them on two projects—the ProZorro public e-procurement system and the ProZorro public sales system. The public procurement system is a full-scale system which now serves our government. It has about 30,000 procurement entities and about 200,000 bidders in the system. ProZorro Sale is a system that sells governmental assets.

They were the main developers on a multi-party team for a minimum viable product. They road-mapped the implementation and developed the backends in Python. The team is still developing modules having just finished the pilot project and transferring the tool to our government. 

What is the team composition?

They have about 60 people. We don’t work with everyone as we mostly interact with business analysts and lawyers. We don’t work directly with the software developers.

How did you come to work with Quintagroup?

We had a tender process.

How much have you invested in them?

We’ve spent over $500,000.

What is the status of this engagement?

We started working together in 2014 and the partnership is ongoing.

What evidence can you share that demonstrates the impact of the engagement?

The systems serve more than 230,000 users in terms. As government-owned entities, the systems have helped conduct more than 2 million online tenders in the last three years. 

How did Quintagroup perform from a project management standpoint?

We haven’t had any problems with them. We communicate through Slack, email, and Google Hangouts.

What did you find most impressive about them?

We’re not the best partners because, as an NGO, we are funded by donors, and sometimes we have to postpone payments to them. Quintagroup understood the situation and worked as a reliable partner even though we sometimes failed to pay on time, even with delays of several months.

They are not just expert software developers. They are innovative and feel passionate about public procurement. The team also suggests features to make it more user-friendly and more efficient.

Are there any areas they could improve?

They are sometimes too concerned about quality, more than we needed or requested. It is sometimes hard to get into deployment with certain components because of their QA. They occasionally postpone the release because they aren’t sure that all testing is complete, but generally, it is fine.

They have good leadership in the organization, but most of their knowledge is concentrated within that leadership. They need to increase the number of people who are fully aware of everything they do as it could cause issues if they continue to grow.

Do you have any advice for potential customers?

They are a reliable partner. They understand what needs to be done, and all tasks are clearly articulated to the team.

What challenge were you trying to address with Quintagroup?

Our website was 10 years old, and we wanted to upgrade to the most recent version of Plone. We needed a partner to migrate our content from Plone 4 to Plone 5 and employ a new site template.

SOLUTION

What was the scope of their involvement?

I built the design for the new site and provided the draft and wireframe to Quintagroup. They then built out the actual theme, making sure that all of our content stayed linked to the original location and remained active. Part of our website is a blog, so we wanted users to still be able to find the content in its original location, but we also wanted to change the UX/UI of the whole site.

Quintagroup also helped upgrade the site and migrate everything to the latest version of Plone. Updated features include adding testimonials, podcast customizations, and making the site mobile responsive.

What is the team composition?

We originally talked to a sales representative who set up the scope, budget, and timeline of the project. After the initial phase, we then worked with our project manager and a developer.

My company had worked with Quintagroup on a past project, and they’re one of the only agencies that works with Plone.

We worked on this project from February–June 2018.

Quintagroup was responsive and stayed in touch even after the site launched; they wanted to make sure everything went smoothly. We mainly communicated via email because of the large time difference. We sometimes had Skype meetings, like when the site went live, but not too often. They always responded within a reasonable timeframe.

What did you find most impressive about them?

The project manager translated all of our specific requests into tangible changes on the website. They understood what we wanted and made sure to accomplish those goals, solving any problems that popped up.

Do you have any advice for future clients of theirs?

Be aware of the limitations that come from working with an overseas developer. They may not be immediately accessible, but they’re still a great partner. Have clear expectations for what you want and track the project on your end, too.
