Since 2013 we've been providing consulting services to a variety of clients to help them through their growth challenges. After decades in the private and public sectors, Jeff Swanson saw unmet needs in community development departments across the region. He founded Exigy Consulting in 2018 as a way to bridge the gap between organizational demand and market supply, and to help communities thrive.
Since those humble beginnings, we've grown into a full-service consulting firm, offering services in community and economic development, management and operational systems design, as well as leadership training and new business coaching. Our methods and approaches have been proven time and time again, igniting our passion and drive to help as many as we can in our journey.

Introduce your business and what you do there.
I’m the director of culture and development for Educational Opportunities for Children and Families (EOCF). We are a premier provider of early learning in Southwest Washington. We have about 28 locations and service three counties.
We serve and provide early learning and family support services. We serve approximately 1,350 children annually through our Head Start and Early Head Start services, and the state’s ECEAP services. We also serve another 2,000 children ages 1–6 in the Hot Shots Youth Basketball program. This early learning program is for prenatal women all the way up to children at the age of five.
I have a dual role at EOCF — I handle the diversity, equity, and inclusion internally and externally, and then also the business development work.
What challenge were you trying to address with Exigy Consulting?
As part of our five-year strategic plan, we’re looking at trying to increase our unrestricted revenue dollars. This includes a facilities master plan to help build the organization’s assets. We lease a lot of space right now, and we’ve received some significant grants to purchase facilities, land, or both.
We needed help finding land or space, going through the process of acquiring it, and then managing the land-use issues that come with permitting and building.
What was the scope of their involvement?
Exigy’s role is more on the consulting side of things. Jeff (Principal, Managing Director) has such a diverse background and an array of experiences and skills, so I knew he’d be able to help us take on this challenge of managing the complex relationships with the grants.
Jeff also helps us with executive coaching. I oversee internal organizational development, but when it comes to our own team, we need a third party to help with that.
What is the team composition?
Kevin (Senior Consultant) is Jeff’s partner, and he has also been working with us. He’s amazing, too.
How did you come to work with Exigy Consulting?
I know Jeff from working with him at Clark County’s government, where he was the economic development director. He’s one of the smartest — if not the smartest — people that I know. He wears many hats, working in land use and with capital projects.
How much have you invested with them?
I don’t know, but I would say that they are worth their weight in gold. They are very generous with us and could be charging us a lot more than they currently are.
What is the status of this engagement?
The engagement started around September 2019, and they’re still working with us.
What evidence can you share that demonstrates the impact of the engagement?
We have a partnership with a workforce organization, and we referred them to Exigy because they had a complex grant and project. They said that Exigy is absolutely perfect for this work.
How did Exigy Consulting perform from a project management standpoint?
Due to COVID-19 protocols, we meet more on Zoom now, and that seems to be effective. Jeff is really good at communicating and staying on top of things. He’ll also make a phone call if it makes sense. We stay in regular contact with them.
We have regular meetings around specific topics, depending on what project we’re working on at the time.
What did you find most impressive about them?
They know their stuff, and the quality of their work is impeccable. Our relationship with Jeff is an investment for EOCF — he’s investing his time and knowledge.
Are there any areas they could improve?
I can’t think of anything. Jeff not only has the competence, but he also has the character to go with that. I trust him with my life. He is truly a servant leader, and I just feel really fortunate to know him, be able to work with him, and have him as a friend. Just through and through, he’s a good person.
Do you have any advice for potential customers?
Listen to Jeff, because he knows what he’s talking about.
